WebConnect installed on domain controller, domain users cannot login. How do I fix this?

How to configure (on Windows Server 2008)
• In the command prompt, run "mmc"
• From the "Add/Remove snap-in" menu, add "Group Policy Management Editor".
• In the opened dialog press the "Browse" button and select the "Default Domain Policy", then press "Finish" on the dialog, and close the "Add or Remove Snap-ins" dialog.
• Expand the following tree path:
          Computer Configuration --> Policies --> Windows Settings --> Security Settings --> Local Policies --> User Rights Assignment
• In the "Allow log on locally" Policy, add "Domain Users" group to the policy, and OK the dialog.
• Finally, in the command-line, run "gpupdate" and wait until you get the "User/Computer Policy update has completed successfully" message.
